Government Contracts

$7.76B in federal contracts, grants and other awards has been committed since Election Day 2024 to companies tied to 11 people in and around the Trump circle, across 119 sourced line items.

Each line is one award, at the amount the government has obligated, that is, committed to pay so far, as shown on USAspending.gov. Where a contract could grow, its potential value is shown alongside but not added. Some large awards, such as other transaction agreements, loans and letters of intent, are not on USAspending: their announced value is shown, and nothing is added until an obligated amount is public. Each line also says how the person is tied to the company: owner, officer, director, adviser or investor.

What these figures mean

A government contract pays a company for goods or services, often after open competition. It is the company's revenue, not the person's income, and how much of it reaches them depends on their stake, which is rarely public. These awards are counted in the leaderboard total because the people tied to these companies are in or close to the administration that awards them, which is a matter of public interest. Untick “Federal awards” on the leaderboard to leave them out. How each award was competed is noted where the record says.

The figure above adds up the obligated amounts on Disclosed, Reported and Alleged award lines. Awards we checked and left out, for example because a stake is tiny or the award came before the person's tie, are on Checked and left out.

Navy contract for Virginia-class submarine parts from Anduril's Maryland shipyard Copy link

The Navy awarded Anduril a contract worth up to $2.9 billion for Virginia-class submarine components and large assemblies, to be built at Arsenal-2, a shipyard Anduril plans at Sparrows Point, Maryland, and delivered to Electric Boat and Newport News Shipbuilding. Payments are tied to demonstrated production; the contract does not pay for the facility. The award number and contract type have not been published and it does not appear on USAspending, so no amount obligated is public; a senior administration official said funding is expected mainly from fiscal 2028 on.

Awarded to Anduril by U.S. Navy

Tie Luckey founded Anduril with Trae Stephens, its executive chairman. He gave $200,000 to the Trump 47 Committee, a Trump joint fundraising committee, in June 2024, FEC filings show, and Fortune put his donations to Trump's 2024 campaign at $400,000. Trump's team consulted Stephens on reshaping the military after the election, Bloomberg reported.

The announced $6.6 billion combines this Navy ceiling with Anduril's own $3.7 billion investment in the shipyard; only the Navy contract is federal money to Anduril and only it is listed. Maryland and Baltimore County committed incentives of up to 13% of Anduril's investment, subject to legislative approval; those are state funds and not counted. Trump said taxpayers would receive a 40% stake in the shipyard but did not say how, and Anduril's announcement does not mention government ownership. Trump thanked Luckey by name at the Oct. 6 event, calling him a “friend,” CNBC reported. On Sept. 30, 2026, days before this award was announced, Defense Secretary Pete Hegseth named Luckey, with Elon Musk and former House Speaker Newt Gingrich, to lead Project Meridian, a 120-day Pentagon study of the weapons and capabilities the U.S. may need in future wars. NPR reported that the Pentagon did not say whether they were hired as special government employees or contractors.

Awarded to Oracle Health by U.S. Department of Veterans Affairs

Tie Ellison founded Oracle and is its executive chair, chief technology officer and largest stockholder. He gave roughly $45 million to a political nonprofit supporting Trump's 2024 campaign, The Wall Street Journal reported, citing people familiar with the fundraising; such gifts are not disclosed, and FEC records show no gifts from him directly to Trump's campaign or super PAC. He hosted a Trump fundraiser at his California estate in 2020, joined Trump at the White House to announce the Stargate AI project in January 2025, and Oracle leads the investor group that took over TikTok's U.S. business under a deal the administration brokered.

In August 2026 VA raised the ceiling of the underlying 2018 contract from about $10 billion to about $27 billion without competition. That ceiling is not money committed and is not counted. The House Veterans Affairs Committee voted 19-0 to subpoena Ellison.

    Response

Oracle and the Department of Veterans Affairs Oracle did not respond to Federal News Network and declined to testify. VA's deputy secretary told lawmakers the $17 billion is a ceiling, not all of it will go to Oracle, and it was raised because the old one was expiring. Federal News Network
