A task order for the Veterans Affairs electronic health record, signed two days after the inauguration; USAspending records it as not competed (public interest). USAspending shows $173,322,306.16 obligated of a potential $210,746,222.95.
Awarded to Oracle Health by U.S. Department of Veterans Affairs
Tie Ellison founded Oracle and is its executive chair, chief technology officer and largest stockholder. He gave roughly $45 million to a political nonprofit supporting Trump's 2024 campaign, The Wall Street Journal reported, citing people familiar with the fundraising; such gifts are not disclosed, and FEC records show no gifts from him directly to Trump's campaign or super PAC. He hosted a Trump fundraiser at his California estate in 2020, joined Trump at the White House to announce the Stargate AI project in January 2025, and Oracle leads the investor group that took over TikTok's U.S. business under a deal the administration brokered.
In August 2026 VA raised the ceiling of the underlying 2018 contract from about $10 billion to about $27 billion without competition. That ceiling is not money committed and is not counted. The House Veterans Affairs Committee voted 19-0 to subpoena Ellison.
ResponseOracle and the Department of Veterans Affairs Oracle did not respond to Federal News Network and declined to testify. VA's deputy secretary told lawmakers the $17 billion is a ceiling, not all of it will go to Oracle, and it was raised because the old one was expiring. Federal News Network
